Having reference to the Memorandum of my predecessor, Mr. Yao Ting-hsin, 3^rd Assistant A, recommending Mr. Hsü Lan-p’o, writer, for the special promotion in recognition of his unusual useful service and model diligence in 1935. I have now found Mr. Hsü’s work very satisfactory again during the period since I assumed change of the Chinese Secretariat in April 1936.

Mr. Hsü is a discreet man having good experience in Chinese official circles. Possessing an excellent knowledge of Chinese he has discharged his duties to my best satisfaction. His industry is of course beyond dispute, judging from the fact that he has worked very hard till past 6:00 p.m nearly every day. His rich experience in improving the outgoing Chinese documents on lines in conformity with the modern requirements qualifies him for a highly reliable and efficient draftsman.
